
Ulka Kelkar
Director of the Climate program, WRI India
Ulka Kelkar is Director of the Climate program at World Resources Institute India. She is an economist and has worked for the last two decades on climate change impacts and policy in India. Her current work explores low-carbon development pathways for India and supports climate action in Indian states, cities, and companies. She previously worked as a consultant climate assessment specialist for the Asian Development Bank, and as a research fellow with The Energy and Resources Institute (TERI) and Ashoka Trust for Research in Ecology and the Environment (ATREE). She was appointed by the Government of India to formulate India’s Science, Technology, and Innovation Policy (STIP 2020) in the thematic group on Energy, Environment and Climate Change. She lives in Bangalore with her husband and daughter.
